I would suggest you read this, it's full of useful info.
My 2 cents is do the lifter bore mod. It's the most effective and will cure the problem.
The oil plugs are just a band aid, it will help keep your pressure up but you will still have oil bleeding out of the lifter holes.

the Moroso/Roush cam bearing restrictors (drilled orifice set screws in the feed from the main saddles to the cam bearings) don't do diddly squat, the cam is getting pushed down over the oil supply holes by 16 valve springs limiting the oil flow
 
bushing the lifter bores www.lifterboretools.com will require complete dis-assembly (warranty void) and wash / re-assemble. it would really $uck to do that work to find out you just ate the warranty & need it. I'd run the engine as-is at least for any warranty period before taking it down ... but yes the lifter bore restrictor bushings ARE the FIX for the 351C oiling system if you're going to run it that hard
 
external line can't hurt unless it fails & drains your oil pan or burns your car to the ground, it just routes an oil supply to the rear of the engine (end of the system) but the lifter bores are still hemorrhaging
 
standard oil pump or HV?

I've had many Cleveland engines. Maybe not all out race but nice street cars. I don't understand all the bad press about the oiling system. I never had any problems whatsoever. Maybe I've been lucky, but my luck continues. I wouldn't do anything. Just my 2cents

It is not going to be run hard, it is a weekend warrior. Plus I just got the assembled (minus the heads) block, do not want to take it down. If that was what I was going to do I would have done it to the block I already had. If I keep the old block, maybe I will undertake those mods. I was thinking if I keep it (and someone has already asked for it-so if it goes, it goes) I would fix it, put some 2V heads on it and have it in pocket. But I am trying to keep costs down

You just spent a pile of money on an engine with a warranty.
DON"T void the warranty.
If you want to experiment, you have the old engine.
Dissect it, build it up, while enjoying your working car with it's new, working engine.
