I've heard mixed things about dying them. Some say it's a big no no, others say it's fine. I found this. Hope it helps. http://www.fordmuscleforums.com/interior-articles/487309-dyeing-seat-belts.html

I tried the spray can dye job to "renew" a set of belt assemblies, all I can say is that I wouldn't do it again. Spraying the dye on the belts leaves them stiff and the color wasn't uniform, probably due to the condition of the belt material. Luckily, I ended up finding NOS belts from these guys.

The price wasn't bad at all(IIRC, less than $200 for both assemblies) considering what a restoration company wanted to restore my belts(over $450 for just two assemblies, Ranchero). Best of all they were new and the correct color. Good luck. Todd

The Dye "may" come off on your clothes. Also if the seatbelts are that sun-faded, the fabric may be weakened. If you can find new, get them. If not, get them re-webbed. This is NOT an area you want to pinch pennies on.

thanks guys, i tried spray paint on my old vette belts, that didn't work came out like crap, but since i had replaced them ,the "old ones" were just an experiment. the torino belts are just slightly discolored at the top, i was just wondering if someone out there know of a specific product for this, that i didn't.

I used RIT fabric dye on a set of black '69 Cougar seat belts.  Turned out great.  There was no stiffness issues.  And I never experienced bleeding issues, with the dye coming off on my clothes.  I sold the car several months after the dye job, so not sure how the color lasted or if there may have been any bleeding issues later on.
