What does everyone use, who use a front license plate, in other words how do you keep it horizontal as opposed to having it hug the valence?

There is a factory bracket that bolts to the front bumper.

One of my parts cars had the front plate setup. Keeping it in case I want to use it later. On my gold car, I found the holes in the bumper itself almost line up with a normal plate, so I drilled a couple of holes in the plate and bolted it to the bumper with washers. Not perfect, but with a little work, it could look like it has a factory bracket behind it.

I might have something.  I've got some license plate brackets/frames that came with the '72 Montego front clips that I bought a few years ago.  I'm assuming they came off of the '72 Montegos, since that's mainly what was included in that batch of parts.  So guessing they might be the same as '72 Torinos?  I'll have to dig them out of storage, at my Dad's, next time I'm there.  I'll reply here when I get my hands on them.  It might be a couple of weeks (or more).
