Does anyone know if there’s an aftermarket rack and pinion steer setup for a 72’ Mercury montego?

not that i know everything but i think if there was one out there i'd've heard about it
 
obvious choice for a retrofit would be the rack from a 2003 + Crown Vic / G' Marquis

I have never heard of one either.  I'd suggest if you want rack and pinion, you're going to have to fab it up from scratch. 
 
Alternatively, you can always install a Saginaw steering box with 12.7:1 ratio and firm feel to get ride of the stock overboosted slow steering.  That'd be as best as you can get with recirculating ball steering.

I have the Lares 841 fast ratio box, later Ford high volume PS pump, '78 Cougar hose set, aftermarket cooler and it made a huge difference in mine.

X2 here, once I installed my "homemade" quick ratio steering box. Much more enjoyable to drive, almost like it's on rails.............................almost.
If those looking at a steering change would install a quick ratio box first, they may lose interest in the installation of RnP.
