You have to take the pad off with the metal top. There are like 5 studs underneath with nuts to take just the pad off after the whole thing is removed.

Ok thanks JIM , On any 60' or 70,s car in the past i worked on the Pads came off with just screws or nuts holding them down on the metal dash. Good to know !!!
