Before you get too involved with the police, or any other efforts with car, confirm the VIN as the guys have said.
There were a lot of places that did convertible conversions back in the 70s, and one local place here advertised that they used "factory parts for a factory fit" (We wanted Dad to get the 71 LTD wagon made into a convertible). You may have a car that was a conversion to a convertible (with no nefarious misdeeds involved).
As far as taillights and hood... they bolt on and the car is a 45 year old car.

A real convertible has wider rocker panels to stiffen the car. This is something that shops can't change if they make a coupe into a convertible. Also look in the door jam for the vents. 70's had GT emblems and 5 hash marks on the quarter panels that can be seen inside this vent. Pull the vent and look for bondo oozing from the many filled holes.

Impossible!
Convertibles were only made in Lorain Ohio. No convertibles for 70 or 71 were ever made in Canada or anywhere else.

The fact that there are NO parts for a convertible top makes me wonder if this was someone's conversion project that never got finished. Why would someone remove all the framework, etc.?

pulled the door jam vents  no bondo. so maybe the roof was just chopped off afterwards. here are some pics of the well. im sure you guys will know if it was chopped . one thing i want to point out is that if you look at the engine pic i first posted youll see the hood color is white just like the color in the well.  Thanks for any help

I see the factory mount for the top motor. Also, this could be a 71 convertible. 71 did not have the GT emblems and hash marks. Next step is to look at the vin # under the front fenders.

I just looked at the pics again closely and my opinion is this is a factory convertible. I have 2 and been into these cars for 30 some years.

it is a Frankenstein Torino Beast, breathing through a big rumper 429.
Does it have the Ford 9 inch and 4 speed ?

What Jim said.  You really, REALLY need to ;look at the tag under the fender that has the vin on it.
