The boots on my power steering rack aren't suppose to have fluid in them are they?

i don't think so. was it a v-6 car or did you get a power rack from a mustang II? most all 4 cyl. cars were manual rack, IIRC

It was a v6 but the power steering was never hooked up with the 302.
