302 Bracket should work on 351W, unless it came off a "Plate" mount.
The hard part is getting all the brackets on in the right order.
What engine was in your car to start with?
Unfortunately, Ford seemed to think it was funny to make the brackets overlap in random order.

is the harmonic damper & bottom pulley 3 bolt or 4 bolt?

you may be crossing 2 different eras if your damper is 3 bolt, I'm not sure about pulley alignment across the jump from 3 to 4 bolts? FWIW my 68 had a 3 bolt damper & used a cast alloy PS bracket, again not sure what Ford did in 69 but i do recall that there are 2 different alloy brackets and 2 different stamped steel assy types, so total of 4 if that helps Wacko

do you have any original 71 brackets from the car?

the thing thats goining on is that you are trying to put a 1969 water pump motor into a 1970 set up.the bottom rad hose is on the wrong side if you have a 1969 water pump.you will have to change the water pump out to a 1970 set up.then you can use the 1970 rad for the car.then it will work better.i did that to a 1969 cougar i have to put a 1970 rad in.p/s you will have to do the ballancer like i did to run the 1970 pulleys like i did.

the thing ford did with the small block 302/351 w was thay change the lower rad hose side from 1969 to 1970.in 1969 the lower hose goes to the pass side.in 1970 the lower hose goes to driver side. to run 1970 set up you have to find a car that has the set up in it.i used a set up from a 1970 ltd to do what i did.with some pulley change....

i still have the early opposite side hose WP from my 68, AFAIK the pulley flange height is the same as the later driver side lower hose WP's. 1st issue is which damper is on the engine and if it's the early 3 bolt do you plan to keep it? www.damperdudes.net is a good reference tool and you can probably call them for more specific info regarding pulley flange height.
check out the flange heights in these pics, the 3 bolt hubs are very low where the 4 bolts are tall. who's to say that the pulley grooves are in the same place, IDK? it seems possible to me that crossing balancer & pulley years could make for a set-up that will never align the pulleys

1965-67 3 bolt hub note the description also states C8ZE (1968)

1968 3 bolt low hub

1969 3 bolt low hub

1969-70 3 bolt low hub

1970-72 4 bolt tall hub

1975 + 4 bolt low hub

I'm not trying to go all doomsday on you but like you said returning endless parts isn't gonna be fun.
i do remember seeing a thread or web page somewhere showing the various PS bracket set-ups ...

and to be honest the whole thing really starts with the timing cover, the pointer can be in a different location for each of the dampers. IIRC there are at least 4 different timing covers for early small blocks, the oil pan radius is different on some not sure what else ... so include the oil pan too?

gotta love Ford!

small block, what could be easier?

do you know what brand / part number balancer you have?

you may need a spacer to get the universal style balancer hub to the same height as the correct stock balancer would be

have you considered a complete front accessory mount system?

i dont like the 302/351 w.i dont think its that hard to do what he wants.i did the reverse of what hes trying to do.i have a 1969 cougar xr7 parts car that i wanted to see if it will run.its a 1969 set up pulley but i have a 1970 rad.i did not wont to buy a 1969 rad.so i changed the pump out to a 1970 351 w.i used the pulleys from a 1970 ltd because i dont have stuff for a 351w.i took the balancer from a 1971 motor parts car.i tried to do a 1970 mustang pulley set up from the early car from the mpc.if you have the pulleys i think it will work if you do the balancer  and pulley.the 302 and 351 is a lot a like for bracket.if you want call me and ill try to explane it better to you.6two35one6one347...

all I'm saying is that mixing the brackets, pulleys & balancer with model year 1969 thru 1971 pieces can possibly create a system that won't align the belts. i would work towards making everything one model year and move forward from there. the radiator & WP are driver side so whatever model year most of the brackets are, make sure whatever gets added new works with those. the aftermarket balancer will likely need a spacer and possibly a 4 bolt pulley if the grooves don't line up, the 3 bolt pulley is from the early set-up and may be a wild card

hopefully the timing pointer & scale on the balancer work together to indicate accurate TDC

i used the alt bracket from that 1970 ltd.i took the ps brackets from the same car.i also uesd the ac brackets from the same car.the only thing i did not take was the dip stick because it was bad.it needs to come from a 1970 351w motor.i did not do the pointer.i did not think of it.i think i used 1970 302 pulleys because the ltd was to mush different.the car runs with no belt issues alt or ps.dont have ac hooked up.the only reason i used a 1971 balancer  was i had it(parts motot no pulley) so i would not have more money into it other wise i would of taken that 1970 ltd one.the only thing im trying to say is that all the stuff(bracket/balancer) needs to be from a 1970 351 w motor. cant say if the pointer will work on the 1969 timing cover never tried.i want to see if this motor was good.will lets say it has a noise in it but it runs and moves the car.the hard part i think is trying to find a 1970 351w motor.

i forgot one thing.i used the ps pulley from that ltd because the 1969 and 1970 are different.the 1969 pulley would not line up so i had to go and get it.i dont no if 1971 302 is the same as 1970 351w.

My 78 brackets attach thru the timing cover and block. The holes that bolt to the heads have locations drilled for 302 and 351. Which can get confusing...
Also, since every little thing is a separate bracket, and they overlap in a certain order...
And mine sat apart for a year...
I had to go to the junkyard and take pictures of front assemblies and how they bolt together.

Ford uses lots of different numbers, engineering numbers, casting numbers & part numbers maybe more

change the spec on a chamfer around a hole & it's a different number

the 2 brackets you're looking at with different numbers could very well be effectively the same part

be careful chasing that number!

pretty sure that number is what they call a BASIC number, that same number occurs in all PS bracket part / engineering / whatever numbers
so does your bottom pulley have / need 2 grooves?

99% most times the Alt & WP run on 1 belt and the PS has it's own
