Can anyone tell me if the bolt pattern to the framfor mounting a Saginaw steering gear taken out of a 1975 Mercury Cougar is the same as a Ford stearing gear taken out of a 1973 Gran Torino Sport?

Yes, the Saginaw will bolt in place, even if you have a Ford box.  If you have a Ford box, you will need to change the high pressure hose for the Saginaw style (at any parts store) and swap the steering coupler (may require some minor modifications).  You can also rebuild that Saginaw box to have a fast ratio and higher effort if you so choose.  There are companies out there that can do this as well.
