has anyone tried to fix cowl rust where fresh air comes into car from fan the band is rusted off and hole is bigger its covered up by vent

my original plan was to remove the dash and cut  and patch it from inside laying upside down getting splatter burnt from the welder, but rockatansky turned me on to removing the cowl cover to repair it Wink

I thought about doing it from inside the passenger compartment too, but reality set in pretty quick
 
I just hope my 1/2 Censored booger job was worth the effort Confused
