The connecting wires from the wiper switch to the delayed wiper relay are very short, so it should be mounted right behind the wiper switch in the dash board. The other short wires are for the connection plug to the wiper motor.
There are three pictures below of the wiper motor switch, the delayed wiper relay and the connection plug to the wiper motor.

The bracket for the wiper governor mounts between the wiper switch and left knob of the radio on the firewall side and above the lower portion of the dash. There is a metal bracket that runs across the bottom of the plastic dash, which reinforces the lower dash, the governor mounts to that. The mounting screws for the governor go through the plastic dash, the metal reinforcement bracket then thread into the governor mounting bracket. The screws are spaced about 1.5-2" apart(been a while since I messed with my interval wiper governor) and are blunt on the end to keep from piercing wires under the dash. Hope this helps.

on the 77-79 cars it's mounted to the dash brace like todd said, on the earlier cars it's mounted to the upper plastic part of the dash above the gauge cluster Shocked
