Hi I would like to know the hp and torque ratings for a 69 429 cobra jet torino

no 429 listed in 1969, 428CJ 335hp / 440ftlbs TQ

early 1970 production began in 1969, and there's always 'never say never' with Ford so it's ~possible~ a 1970 429 got installed into a 1969 vin Torino

Yup. Back in the day it was common to see magazine articles about the, "car Ford never made." The 72 Mach 1 with a 429 SCJ and the ultra rare 71 Mach 1 with a Boss 9 which were actually prototypes for 72 production. Ford decided to drop the 429 altogether in 72 from Mustangs but some got out there.

Always possible someone threw a Thunderjet 429 into the Torino in the last 48 years...

Keep in mind most consider the 428cj to be underrated. It was a lot stronger than its rating suggests.

Just read an article on the internet that said the engine was rated at 335 HP but dyno'd at 411 HP. The article also stated 450 HP could be easily reached without going inside the engine. They didn't specify the how though. The article was a comparison of pre-1970 427, 428 and 429 including the CJ, SCJ, police interceptors, R and Q codes.
 
The 428 always comes across as an afterthought to the 427 and 429 yet I've read and heard opinions that the 428 SCJ was the strongest motor of all versions of the 3. The shaker hood scoop was all I needed to be sold.

yup back then the ratings were picked not far from max TQ, the common reason given is 'for insurance purposes' (to mitigate premium prices). i suppose it gave the front office something to do balancing the number between advertising and sales. as HP is a calculation based on TQ & RPM, max HP is found at the sweet spot farther up the rpm side of the graph before TQ falls off to much
 
"without going inside the engine" means aftermarket bolt-on goodies, carb, intake, headers, ignition tune
 
it'd be interesting to see what the factories knew the hi-po motors were really putting out Question
