The way it is coming off it may just be drywall compound. I wouldn't put it past this knucklehead.

I personally would have thoroughly enjoyed being at the tire shop that had the "opportunity" to mount AND balance these rims and tires. The looks on the manager's and tire tech's faces with THEIR WTF expressions when this moron showed up would have been priceless.
