No power to starter solenoid

Got the rebuilt starter back put on new solenoid. Turned the key and nothing. Checked the wire going to the solenoid with the key on and turning to start and the volt meter isn't picking nothing up. Had the cluster out and put back in but haven't touched the ignition switch. Where should I start looking? Doesn't help knowing very little about electrical work.  I thought I read somewhere on here before about the seat belt wires have to be hooked up also to close the circuit. Should I hook them back up? I also have the back light harness and front light harness off. Thanks for any help.

check your neutral safety switch.

check around the area of what you unhooked for the dash cluster, maybe a part of the harness got unhooked ? yes check your neutral safety switch-- try it in neutral besides just park (keep your foot on the brake in case it starts!)

I forgot to ground solenoid. Problem solved thanks guys.
