That's a 60's Ford dash to me, I'll guess a Galaxie, how the high option (XL was it?) version of the 68-70 era?

That steering wheel on your car is a Rim Blow unit from 1970 to 74. Yours looks like a Ford unit looking at the crest and would be the same for all models except the Mustang. The 1969 Rim Blow has spokes that are equal diameter, whereas the 70 on up have a thicker lower spoke. This is not a cruise control rim blow as those were 2 spoke units.
I'd go with a unit that pleases you the most but fits properly. If you decide to use a Rim Blow unit, both the pads and the wheel need to be of the same year. Hope that helps
