well my dash lights come on when turn the key to the "on" position so even if i turn on my headlights or not they dont turn off. well today i found out that there is a wire from the INSTR LMPS fuse to the radio fuse and i disconnected the wire and then i turned the key and none of my lights came on. i plugged the wire back in and the lights came on. so i decided to remove the stupid wire and maybe turn my headlights on and then they would work like normal . my question is that since i disconnected the wire to make it run all the time. and now none of the lights are on. could it be the fuse is just  blown and the previous owner got too lazy to replace fuse and just stuck a wire to it to another fuse for constant power? so if i replace the fuse the lights should come back on with the headlight switch right?

I agree try it, what's the worst that could happen, the fuse could blow.

Perhaps the PO wanted daytime running lamps, or maybe the switch is bad so they rigged the light to come on.

well i replaced the fuse and to my surprise everything works normal!!! apparently the fuse was blown and either he didnt have a fuse on him and quickly just rigged it and totally forgot to replace the fuse but now it works like normal !! man thats so damn awesome now i just need my damn alt light to come on and then my entire electrical system will be working again :)

I'm thinking you mean the ALT. light doesn't come on when you just have the key in the on position(self test/prove out). That being the case, bulb, bad or contacts on the circut board ribbon dirty. Easy fix
