Drilling and Installing New Seat Belt Bolts?

Hi all,

I'm currently restoring my Torino, and a part of that involved removing both sides of the floorpans.  As a consequence of that, the transmission tunnel was cut into and I no longer have the spot where the seat belt bolts were located.  I do plan on re-installing brand new seat belts (my 1973 Torino has the shoulder belts up top, so it should be very simple to install), but my question is this:

Would it be okay to take a 1/4" thick or so square sheet of steel, weld it to the original bolt locations, re-drilling and putting new bolts in place?

a drivers license size piece of 1/4" wound be sufficient to spread the load for the belt attachment points. i'd weld it to the pan or rockerWink

I really like the T50 seat belt bolts, but when they seize up and don't come out, they are hell to remove. I've only had one not come out, and a couple or three that I barely got out. Anti-seize is the key to helping them survive, but you have to remove them for some reason first.
