do I have to remove the whole dash. Seems the steering wheel is in the way.

No, but you will need to put the shifter into "Low" and do a bit of fidgety moving to get it out.

Be careful removing the harness connections and speedo fitting.

well next time I had it half out and it started to crack. Had more trouble trying to get it back.

the white plastic deteriorates and crumbles after all these years, the cluster barely comes out far enough to almost get a hand behind it to disconnect the speedo squeeze clip and the harness plug. then there may be a couple wired indicator lamps that need to be disconnected as well. clock disconnect? and maybe another plug IIRC? then the cluster almost has enough room to come out from behind the steering wheel. removing the steering wheel would certainly make things a little easier

Strange speedo came loose without a squeeze clip. Well now I have no speedometer.
