What is the cause(s) of that and what is required to correct it? Thanks.

On the back side of the fuel gauge are two threaded post w/ nuts....check and make sure that the nuts are tight with a good clean contact. One post is the positive going to the instrument cluster voltage regulator via the circuit ribbon and the other is a common ground that is shared by the temperature gauge and oil pressure gauge via the printed circuit ribbon.

Another possible cause would be a break somewhere along the printed circuit that would effect the + and/or - side of the gauge.

Go to the fuel sending unit on the tank and, with the key on, ground the positive wire to the frame,  Your fuel gauge should peg full.  If so, your wiring and cluster are good and the sending unit in the tank is bad.
