Below is the set up on my 69 formal with 351W.  I believe all engines are the same.  There's a rubber hose shaped like a large "F' that takes the 2 vent ports from the tank to go into one metal line that runs along back taillight panel, up and around behind the rear light housing then down through a grommet on the trunk floor and connects to a rubber tube that vents to atmosphere.  That hose end is stuck into frame rail.  Mine had a replacement tank when I got the car.  The tank has just 1 port, so one of the 'F' hose ends is plugged with a screw.

My 69 Torino has the same configuration except mine is not connected up by the taillight as yours is pictured. Instead, it lays alongside the inner fender. I’m guessing this is why when I fill up my tank, fuel gets vented out of that tube once pressure from the fumes and expansion of the fuel has occurred. Thanks for the pics!!
