I have a 73 Gran Torino Station wagon and the wipers do not stop. I have the switch in the off position I think. It feels like I have a regular speed and a high speed turning clockwise on the switch. Then if I turn counter clockwise I can feel the switch click to regular speed and then center position that I think is off. I can keep turning counter clockwise and it feels like it is going into intermittent wiper position? 

Anyway the only way to shut the wipers off is to pull the two wire plug at the end of the wiper motor. There is a three wire plug at what looks like the gear or motor drive head. That does not matter if it is plugged in or not if the 2 wire on the motor is plugged in. 

Am I looking at a wiper motor park circuit not working or more a switch/wiring issue?

I would start with the wiper switch. I attached a continuity test procedure for the different types of switches.  The ground for the motor is through the body.  There should be a ground strap that is visible from the plastic cover to one of the mounting bolts.

  on a 2 speed all the way counterclockwise is off,1 click clockwise is low, 2 clocks clockwise is high, thats it!
 if you can turn it counter clockwise from the center OFF position then its an intermittent switch!
 the connector on the back of the switch will be red!!! if its black then it only 2 speedWink

I'm thinking(uh oh), that the governor cover(white cover in pic) on the wiper motor needs to be inspected to look at electrical contacts inside. These determine operation and park features.

Likely start with the white cover on the wire motor.
Pull it, and clean the contacts with an electrical cleaner. Odds are the points of contact on the copper strips are all corroded. You can take a red scotch bright pad and gently clean the contacts off. 

Other item could be the ground path for the wiper motor. Check the ground strap. Clean off the contact points on it.
